It's the dichotomy of wanting more tan, but they don't have the nerve to wear a smaller swimsuit. I think a lot of guys just buy swimwear they see on the rack at the clothing store, without giving much thought to how useful that suit will be when they're actually at the beach.
The part of this silly expression of their inattention to detail that I find most interesting, is: WHO IS GOING TO SEE THAT TAN? If they wear long board shorts, they probably also wear baggy boxers and long cargo shorts. And they probably wrap a towel around themselves when changing clothes, they're very modest in front of other guys, and will never get naked in a common locker room setting. The only person other than themselves who will ever see those few extra inches of tanned leg would be a sleeping partner. But the ragged upper edges to the tanline will be unattractive, at best. So you've got it right: What's the point?
One glimmer of hope on the horizon: I see more and more celebrity types wearing shorter shorts, something closer to the classic boxer style swimsuit, and catalogs are beginning to feature shorter-leg swimwear and squarecut suits again. It's only a matter of time before "fashion" swings the other way, and more reasonable styles prevail. For me, that day can't come soon enough.
Kudos to you for having the balls to wear a Speedo in the right context. It's a swimsuit intended for swimming, and sunning at the beach. Everything else is just too much fabric.
